UN Council Backs Trump's Gaza Initiative
A global body has approved measures put forward by Donald Trump for achieving a lasting peace in Gaza, including the deployment of an international stabilisation force and a eventual avenue to a Palestinian statehood.
Unanimous Support with Notable Absent Votes
The resolution was approved by a vote of 13-0, with both China and Russia declining to cast votes. America's representative the US ambassador informed the international body that it charted “a different path in the region for Israelis and Palestinians and all the residents of the territory alike”.
Balanced Wording on Palestinian Statehood
The inclusion of allusions to an self-governing Palestine was the trade-off the United States agreed to for backing from the Arab states, who are likely to provide security forces for the international stabilisation force (ISF).
“Provisional steps that we start today must be executed in accordance with legal norms and upholding Palestinian sovereignty,” the UK chargé d’affaires affirmed.
Netanyahu's Resistance Persists
However, on the verge of the council decision, PM Benjamin Netanyahu restated his government’s adamant opposition to the formation of a Palestinian state, casting doubt on whether the Israeli government will permit the implementation of the UN-mandated proposals.
Key Provisions of the Measure
- Immediate lifting of existing limitations on humanitarian aid into Gaza
- Establishment of an international stabilisation force
- Progress on restoration and a possible “route to Palestinian sovereignty and nationhood”
Vague Wording and Stipulations
The inclusion to Palestinian statehood was a balanced insertion to an first US version which did not mention it. But the wording is vague and dependent, declaring only that once the PA has reformed itself and the restoration of the strip is under way, “the conditions may ultimately be in place for a realistic route to Palestinian sovereignty and nationhood.”
International Feedback
The wording fell far short of the strong guarantee to the building of a sovereign Palestine alongside Israel requested by Arab and Islamic states, as well as European delegates, but in statements to the council after the approval, delegates from those nations said they were ready to support the compromise in the service of extending the present ceasefire and prompt actions to assist and secure the over two million Palestinians in the territory.
“Our delegation has finally decided to endorse of this resolution, a text that we support its core objective, namely the maintenance of the ceasefire and the creation of conditions permitting the Palestinians to assert their fundamental rights to self-determination and nationhood,” the Algerian envoy announced.
Practical Difficulties
The proposal grants overall oversight authority to a “board of peace” chaired by Donald Trump, but of undefined composition. The group has to report to the UN but it is not obligated by the preferences of the UN or by the Palestinian leadership.
Furthermore, it demands the establishment of a expert Palestinian panel that is expected to manage day-to-day governance of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would take part.
Security Force Authority
The authority of the ISF empowers it to disarm and dismantle fighting factions in the strip, but it is highly uncertain that possible sending countries would agree to attempt to confront such groups. None of the states has to date agreed to dispatching troops.
Furthermore the requirements for modification of Palestinian leadership, the requirement towards progress on independence, have been unclear.
European diplomats said they deemed it necessary that the identities of the expert panel to deliver services was settled as quickly as possible.
